Few Naturalize in Luxembourg

Although many bordering countries are emigrating to luxembourg few people actually decide to naturalize.  The countries current law has some requirements such as living there for at least five years and you have to have some knowledge of the three national languages.  The three languages are Luxembourgian, German, & French.  Luxembourg does not permit dual citizenship, so those that decide to naturalize will have to give up their citizenship that they already hold.  Another factor is that the price for naturalizing can be very high.  For example, people from the former Yugoslavia have to pay $3,000 to their government to give up their nationality before they can become citizens of Luxembourg.
